Most schools have been able to find money for the equipment and network charges. The NCIH Grants program will provide initial funding for many sites, both urban and rural. The state will need to find money for capital grants in the future for some schools and agencies. The network charges will be more difficult for the rural communities to pay year after year. It is a matter of priorties for the rural schools: Do they want the courses which will be offered by the NCIH? Equity questions are involved. The state does have the responsibility to provide for all students. Some 21 other states are currently involved in legal battles involving educational equity questions.
