They can’t. Poll watchers have little of substance to watch when citizens vote by machine, absentee, or early. With paperless voting machines, there is no way to determine if votes are being lost, added, or swapped. With absentee voting, there is no way to determine of voters are being intimidated or votes are being sold, lost, or altered.
