When you make an emergency 000 call, your CLI is always presented to the emergency services, even though you may have explicitly disabled it in the Toolbox, or by prefixing your call with *31. Your CLI is used to look up your location in the IPND database. Other location dependent services will not be able to determine your approximate location, if you disable CLI when calling them.
