Bringing perpetrators to justice is of the utmost importance in upholding the rule of law, because governments can only promote respect for the rule of law if they show readiness to uphold the law at all times. Under international law, all states have an obligation to bring perpetrators of serious violations of human rights to justice. When institutions responsible for upholding the law routinely flout it, or allow others to flout it without consequence, they undermine the whole system of justice.
