You can’t. It’s very rare for the Court to consider reducing the bail amount for a traffic ticket upon receiving a letter. Your chances are better (but still not great), if you show up and give your explanation in person. Also, in California at least, the Court cannot reduce the number of points that go on your record. If you are convicted (or plead guilty) the DMV assigns the number of points that go on your record. However, the Court can allow you to attend traffic school (once in an 18-month period in CA) and the violation is not reported to your insurance company.
