The best tool to create, browse, view and modify ICL (icon libraries) files or just viewing icons is the freeware tool IconShop from Peter Stuer (Homepage). IconShop is very fast, small (only 89KB), reliable and easy to handle (drag and drop is supported). Use this tool also, if you want to convert a GIF or BMP file into an ICO file. IconShop transforms the transparency of GIF files into the ICO file and it scales the graphic to the necessary 32×32 ICO pixel format.
