Because brackish is closer in composition to marine saltwater (ie. in that it contains a portion of salt, just at a diluted level to full-blown marine water) the test offered by the freshwater will be inaccurate. Follow the marine test kit for everything which specifies a difference between testing for freshwater and marine, otherwise you will always return false positives.
