How can I switch a TV Scart from NTSC to PAL?
It’s not likely that your problem is just one of NTSC v PAL. NTSC and PAL are different in more ways than just colour. If you were sending a true NTSC signal to a PAL receiver then you would get a picture that was cut off at the top and also rolling (or have a scrolling black bar moving up the screen). Check that the television is expecting the same type of video input that the XBox is sending. That is, the SCART system can carry RGB and S-Video (s). RGB carries the Red, Green and Blue and Synchronisation signals on four separate wires (+ earths). S-Video carries Luminance (intensity signal) and Chrominance (colour information) signals on two separate wires (+earths). Most television SCART sockets are configured by default to accept RGB inputs. If your Xbox is giving out an S video signal then the television will only be receiving the Chrominance so you get a monochrome picture. If the Xbox can’t be configured then check the television’s set-up menu for the SCART socket.
