How Can I Set Permanent Markers (Sharpies) On Fabric?

Sharpies aren’t really recommended for fabric. You will be MUCH better off renewing the designs using a permanent pen designed for fabric which use dye instead of ink. One brand which is widely available in crafts stores is called FabricMate. It comes in two widths and many colors. Another finer pen is often used from marking quilts and is a Pigma Micron. I find these at PaperSource stores. They also come in lots of colors, but are very fine. Both these set in air. Make sure you let them dry 24 hours. If it were me, I would draw some test samples. let them dry completely and them wash them. Since the FabricMates are made specifically to do what you want to do, there should be no problem with washing them.
