If you’re talking about the highlighting around the icon, I have that but only when I select the icon. Beyond that there is no border around the icons. If you have something beyond the highlighting when you click on an icon, then try checking your properties. Right click anywhere in the free space on your desktop and click properties. You can check the various tabs to make sure nothing is selected there to show a border on the icons.
