For non-custom portlets (those constructed from underlying Oracle9iAS Portal elements, such as folders and components), the only way to remove the Customize link is to suppress portlet headers. To turn off a portlet’s header, clear the checkbox “Show Portlet Headers” in the Edit Regions window for the page region containing the portlet. (You must have “Full Customization” or higher privilege on the page to do this.) For custom portlets (portlets you code yourself using the Portal Development Kit), you can control all display attributes of a portlet, including the display of the Customize link.
