Usually office chair wheels *snap* inot the hole. Pull firmly out from the base of the chair and they should pop out. If not, try to pry lightly with a screwdriver where the wheel meets the base while pulling on the wheel. Now, if it’s the wheels themselves that have hair at their axles, I would use a metal finger nail file or something like that and start working at the tight wound hair loosening it up and pulling it out of theree until you have all of it out.
