How can I reformat a text file down to or up to X number of characters per line?

A. Open the text file in PFE. Under the Options drop down menu select Current Mode and then Text Formating. Enable the Text wrapping… checkbox and enter the column width you would like to format your text to i.e 80. Click the Apply Now and OK buttons. To apply the new formating, right click in the text window and select the Reformat option.
