The texture you have now is probably nothing more than drywall mud or plaster applied with a trowel and “knocked down” to create a texture. You can simply take drywall mud and apply a skim coat over the top with a wide drywall knife to get a relatively smooth surface. After it dries, you could also create your own texture by apply small blobs of drywall, evenly spaced, and then run over them with a flat trowel. The advantage in retexturing is that you don’t have to get the skim coat perfectly smooth. If you do want a smooth surface, you can still do it, but expect a lot of sanding of the skim coat(s). Either way, then prime and paint.
