Ouch. I feel your pain. My best guess is that you need the Ghost recovery environment to access the data. Without it, the structure can’t be read, and unless that very expensive backup program knows how to restructure from Norton’s proprietary code (read: not likely), it wouldn’t help. Do you have the original ISO that you had to burn to a CD that you then insert that to create a recovery environment for Ghost? If not, do you have access to a copy of Ghost 8 (which has backward compatibility) or Ghost 9 (which doesn’t have backcompatibility, but has a legacy feature)? You could make a new boot CD from those. That’d be where I’d start; find Ghost and see what it tells you.
