Receiving the Holy Ghost is part of the salvation plan delivered to the church on the day of Pentecost (Acts 2:38), so it is for all believers. If your church isn’t helping you to receive the Holy Ghost, I have to wonder why. The churches I have been to will help anyone to receive it, and many people do the first time they come to church. If your church doesn’t, perhaps you should try a different one. Look for a United Pentecostal Church, or an Assemblies of the Lord Jesus Christ or Pentecostal Assemblies of the World. These churches all understand the importance of the Baptism of the Holy Ghost, and will help you receive it. Too many people who answered here have a limited understanding of tongues. Speaking in tongues as evidence of Spirit Baptism is NOT the same as the gift of tongues. Not everyone gets the gift of tongues. Everyone who receives the Spirit does get the initial evidence (1 Cor. 12:7). Speaking in tongues is that initial evidence, as seen in Acts 2, Acts 10 and Acts 19
