Employers are required to provide copies on request. They are allowed to make a “reasonable” charge though most don’t charge anything. You can also get a transcript from the IRS for free. It will show the data only, not the actual W-2s and won’t include the State information. This takes about 10 days unless you have access to a fax machine while you have the IRS on the phone.
