I would threaten to get a lawyer and take him to small claims court. I hope you asked for references and such before you hired him. Does he have a valid license? You can ask for his license number and by law he has to give it to you. You can also file a claim agianst him through your insurance company. That way, the work HAS to get done. The next thing I would do is contact the BBB and complain about him. It’s idiots like this that give us contractors a bad rep. Three months is way to long to get the work done.
