HOw can i make a full skirt, without doing the Full Circle Method?
The best way is to cut wedge shape panels, this way you can make the wedge as narrow or as wide as you want, bearing in mind your waist measurement. Another way is to cut one single front piece and two pieces for the back ( this allows for the zip to be inserted, and joins the two back pieces together.). The second method would be better if you want to put netting underneath it, but you need to gather the material to make the waistband fit.
You could buy a vintage pattern, the skirts on them are full but many do not use the full circle method. You could try finding some from your local fabrics store or buy some cheaply off of ebay. Or you could just make the skirt a bit bigger nip it in at the waist and use a lot of netting to make it kind of poofy. hope this helps.
