Unless your mother is financially well off there is no way she can properly care for that many cat. The cost of vet care alone would be prohibitive. Also, the cats have a tendency to become ferrel cat while being kept in a hoarders house because they live like in the wild. The only difference is the boundries of their territory is the walls of the house. Another issue may be the local laws on the number of animals that can be maintained in one household. Unless she lives in the country I’m sure she is violating some local ordinance limiting the number of cats. The best thing you can do it contact an animal rescue group. You can do a search on the net for ‘animal rescue’ in you area. If you cannot get help from an animal rescue group then you need to contact the local animal control. The last and most important issue is that the urine and fecal matter in the house can be very dangerous for your mother. The amonia from the urine is extremely bad for the lungs.
