The only way to increase your resting metabolic rate is to increase your lean body mass (i.e. increase the amount of muscle in your body). This works because muscle requires more energy (calories) than fat does at a resting rate. This is why strength training programs are so important to permanent weight loss. In addition to cardio and eating healthy, make sure you are lifting weights 3-4 times a week. Also, DO NOT make the mistake of only working out your upper body.
