I’m also stuck on an antiquated 28.8 dialup connection (only usually get 24-26.4K) with DSL unavailable due to distance (like yourself), and cable internet being grossly overpriced. Unfortunately, there is very little you’re going to be able to do to speed up your connection, aside from using an accelerator (which only provides marginal benefit anyway). Have you tried an accelerator to see if it will in fact function with the setup you have now? I myself have a wireless setup with a serial port router running an external dialup modem (transmitting to my laptop with a wireless PCMCIA card) and find that I can use the accelerator with it. Aside from that, your best options are going to be keep houding the phone company to see if they ever do manage to wire out to your area, or (if you have a laptop with a wireless card) to use whatever high speed WIFI cafes/access points (Panera, Barnes & Noble, etc) in your area, to download any grossly oversized files whenever you need to so you’re not
