When you import these files, you’ll get only two audio channels at a time. By default, Vegas Pro 9 captures the first two channels. To capture the other two audio channels, set the camera to output channels 3 and 4 when downconverting to DV, and then capture a second pass as DV. Import the DV clip to the timeline along with the HDV clup you capture that contains the first two channels, delete the DV video track, but keep the additional two channels of audio. Now you have all four audio channels. Sync them up and group them and you’re ready to edit.
