The Group Policy Management Console will permit users who do not have full edit rights on a Group Policy Object to view the information in HTML format. As with most features in the GPMC, this is also scriptable so you could run a script to generate the reports and publish them on your Intranet. The script GetReportsForAllGPOs.wsf can be found in the PROGRAM FILES\GPMC\SCRIPTS after you have installed the GPMC on your workstation.
