This is answer is generally for anywhere, and not specifically for Canada, but I hope it helps. First, record a short voice-over monologue of yourself. The content should be the type of voice-over talent you are shooting for, meaning, if you want to be a broadcaster it should sound like a broadcast, or if you want to do cartoon voice-over than it should showcase that. Second, get a good headshot of you. Third, do a simply search of voice-over agencies in your area and send it out. Might also help to begin working with a voice-over coach, a lot of them not only can give you their expertise, but also have good connections to the industry, contacts, auditions, agencies and such, and would pass the info on to you.
