See: http://mercury.aichem.arizona.edu/~tip/legal/Orange.html http://members.aol.com/RocketWeb/atf/orange.htm Call your regional BATF office and ask for the Orange Book, and an application for a Federal Low Explosives Users Permit. Remember that you want a Users permit (there are several other types of permits). The regional office will mail these to you at no charge. The documentation you receive will indicate where the filled in forms and payment should be remitted.
