How can I get the council to cut my trees back free of charge?

I moved into my council house a few years ago. The rear garden was overgrown and had some huge trees which have clearly been growing for several decades. I asked if they would remove them. They said no. Any gardening must be done by yourself or at your own expense. It cost me £100 to have 5 giant trees safely felled, and had to remove them myself. My hand was forced with one of them. The wind had left if dangerously tipped to one side, threatening to smash a neighbour’s fence and greenhouse. The council will only remove rubbish in the garden they were responsible for, such as building rubble. Other than that, what you do with the garden is your choice.
