Putting bleach (you can buy bleach cistern blocks) in the cistern will get rid of the blue block for a quick fix. Neat bleach will get rid of the stain on the seat too. I had a purple one and it made a right mess and stained everything but with a bit of bleach it all came up like new. Hope that helps.
