you can not get collect calls on a cell phone (or VoIP) you need landline service to get collect calls… also, most telephone companies automatically block calls from correctional facilities (which i assume is what you mean by upstate, since he can only make collect calls) so you would need to contact your local landline telephone provider to allow calls from correctional facilities – you may need to pre-pay for these calls…
