Every high street bank has to offer a basic bank account, regardless of past history. I was in your position and opened one with Natwest. This came with a Solo debit card which is handy.Lloyds will offer you a cash card which can be used only in their ATMs or at the Post Office. If they refuse a payment for lack of funds under £10, they make no charge. RBS cash card can be used in any ATM. One good thing from a basic bank account is that they don’t charge on charges. You pay one fee for insufficent funds. Good luck.
