Due to the fact you are under 18, you are not able to get a restraining order put out against your father. If your mother would be willing to help with it, which it sounds like she won’t, you can get it that way. Your mother is the only person that can file the restraining order on your behalf because you are a minor. Considering the restraining order is against your father, obviously you’re not going to want him to get it for you. If you are going to school, contact your school counselor and talk about the abuse. They will report it to the appropriate authorities and they will investigate. Anytime your dad inappropriately puts his hands on you, such as shoving you, punching you or anything that is extreme beyond just a reasonable spanking, call the police. It may be hard, but that is what you have to do and hope they will remove you from the home. You will be placed in foster care or a family member that is away from the situation, but that is your only true recourse.
