Cell phone cameras generally take pictures only intended for sending to other phones or via the Internet/e-mail, and so they are low resolution since they are only going to be displayed on a screen, not printed. You really don’t have any good option at this point; just upscaling doesn’t work because you have an image without enough data to enlarge. When you change the image from 72 dpi to 230, all you are doing is making the pixels bigger and spreading them out. You are asking the program to guess where missing data is going to go in your image, because there that data just isn’t there. You can do a certain amount of upscaling by doing it gradually: in Image>Image size, make sure “Constrain Proportions” and “Resample Image” are checked. Set the dpi to 230, change the document size up a small amount (for example, if your image is currently 3 x 4 inches, change either one slightly, say 3 to 3.25; the other dimension will change proportionally).
