It may be necessary for a policy setting to be applied even when Group Policy Objects have not changed. By default, the client extensions will only process Group Policy when an object or setting on the domains System Volume (SYSVOL share) has changed (there is an exception to this rule for Security Policies explained in ‘How frequently are System policies applied?’). For example, if you were to create a GPO, apply it to all user accounts in your organisation and configure the Internet Explorer default home page, the setting would be made in each users browser. However, without any special configurations in the GPO, the user can simply change the home page to something else and the setting will not be reversed by the GPO until the Object was next changed or updated by the Group Policy Administrator.
