No guaranty they will want to do a course, or that many people would attend. I think to approach this niche, you will probably need to provide free interaction with some key municipal HR personnel and see if you can get contacts or event suggestions where you could target that demographic. I am not sure if there is a specific association that might deal with government HR professionals, but someone involved in that area might be able to assist.
