To determine which work processes in a court may be most in need of reengineering, you can take the following steps: (a) look at the court’s performance in light of the mission, goals, and objectives expressed in the court’s strategic plan; (b) examine performance measures for the court in light of time standards or other statewide or local court performance expectations; or (c) elicit views about specific court operations among internal “customers” (such as judges) and external customers and stakeholders (such as citizens, lawyers, and representatives of court-related organizations). To set realistic enhancement goals, and decide whether process improvement or reengineering is more suitable, consider “benchmarking.” Through benchmarking, a court may develop reference points by which ambitious but achievable performance goals can be established.
