How can I create a collection of small but useful gadgets for my character, like as part of a “utility belt” or “combat kit”?
In most cases, a “utility belt” (or similar collection of tools) is a Multipower where each slot is an OAF (the individual gadgets) and the Multipower reserve takes an OIF Limitation (reflecting either the multiple OAFs, and the fact that the belt itself is Inaccessible, but removing it takes all the gadgets away, too). Typically the reserve is small – no more than about 30 points – since none of the gadgets in it is particularly powerful. See page 100 of the old Dark Champions book for an example.
