At the moment the rules applicable to flight crew licensing are the national rules of EU member States. In fact, even though the EASA Basic Regulation already extended Community competence to Flight Crew Licensing (FCL), it is foreseen that until the moment the Implementing Rules on FCL are adopted and become applicable Member States national rules shall apply. Therefore, for the moment, national rules still apply. In EU Member States, these rules are based on JAR-FCL, but still some national variations exist. Therefore, you should contact the national authority of the Member State where you reside / whish to work and ask for information about what are the applicable requirements. You can find a list of the national authorities that have been recommended for mutual recognition under JAR-FCL on the JAA website, following this link.
