You should contact the Veteran’s administration in your area and they will refer the requirement to a local Honor Guard to render honors according to the veteran’s last wishes.  The remains will go to a ship and the honors and burial at sea will be accomplished by personnel on the vessel. You will find the name and phone number of the V.F.W. in the phone book of the city near the scattering location. The V.F.W. will provide a military honor guard at no charge, however, a donation to cover their personal expenses is appropriate.
