Microsoft sells a download version you can buy (see link below), and you could technically just get the product key and not bother with the download if you already have the installation media. You really shouldn’t take your chances downloading from elsewhere on the internet, however. Only via Microsoft can you be sure you’re getting something that’s not infected. The sellers on eBay are likely abusing subscriber accounts, and I indeed wouldn’t trust most of them. They would be technically getting keys from Microsoft, but if that’s how they’re getting them, they’re not supposed to sell them and they are traceable.
