Governments NEVER appoint legitimate agents to issue passports. These are government documents and must be issued by the government to be legitimate. Anyone who claims to be an “agent” for the issuance of passports or visas is a fraud. Immigration attorneys (solicitors) might be able to advise on visa regulations & immigration laws, and help complete and submit forms, but nobody but the government can issue passports or visas.
