My 3 dogs don’t seem to scare the birds away in my yard, so unless yor dog as actively pursuing them and is a really good jumper, I don’t think that’s keeping the birds away. It might just take time for the birds to get to know that yours is a bird-friendly yard. For attracting birds over the long run (assuming you just moved there and plan to live there a while) you should plant as many native plants as possible. Create a structured habitat with low, medium, and high plants to give birds both food and shelter.
