How can I accurately colour balance an image?

In the CC: Sample the picture area and in the hue wheel there will be a dot, marking the hue value, (so far the image hasn’t changed), now adjust the hue and strength to be exactly over the ‘plot’ dot ( making things twice as bad) and then colour shift 180 degrees,… this will balance the image. In the MK/CW: There is a vector scope, that allows you to sample the whites and then move that point to the centre of the scope, then same black and again move that point to the correct position and then sample the main mid tone and balance accordingly. The CW used correctly will shift colour while maintaining a constant lum value.
