The head teacher can only delegate the duties of a reviewer to the reviewees line manager, or to another teacher of equivalent or higher status in the staffing structure than the line manager. The reviewers duties must be delegated in their entirety. Even in schools which have a flat structure there are likely to be those who have line management responsibility for others: deputy head teachers, for example, or others in the leadership group. However, if the head teacher is the designated line manager for all staff, they will not be able to delegate reviewer responsibilities. It is possible that the introduction of the revised performance management arrangements may lead to a review of the schools line management structure, although there should be no assumption that this will be necessary. Any revision to a schools staffing structure must be carried out in accordance with the RIG guidance issued in May 2005.
