How can ELLs with disabilities participate in an assessment if they are not allowed to use accommodations they need?
The NCEO Web pages on accommodations provide some strategies to address the problem of state or district guidelines for not allowing certain accommodations. The NCEO Data Viewer [link] also contains information on state policies for accommodations. All states are working to resolve these issues, as are researchers, test publishers, advocacy groups, and practitioners. Contacting the state or district for advice on individual situations is usually a good first step. Also, volunteering to be part of stakeholder groups working on revising current policies is helpful for pushing policies forward.
