How can belief that natural scientific laws govern the universe, be compatible with a God who governs?

Depends on what you mean by “compatible.” Also human belief is NOT a measure of what is real and what is NOT real. Small minds can accept only small concepts of reality. The so called natural scientific law that you mentioned does have a role in this universe. As far as we know those laws operate all the physical phenomena. But that DOES NOT PRECLUDE the active role of a living God who governs everything TOTALLY. Physics, chemistry, mathematics, and biology are merely AREAS of HUMAN STUDY. They have NOT taken over control of the universe. Because some of us humans have got it in our heads that God does not exist, THAT DOES NOT MAKE IT SO. Our minds are VERY LIMITED. Let that last statement S-I-N-K in.
