How can Austria create a fulfilling inclusive education system like the role model Canada?
I think Styria is already well on the way towards an inclusive system. There are still some special schools and classes, but it is not systematic across the state. My understanding is that there are many good examples of inclusion in Styria. It seems to me that what is needed is a systemization and articulation of the policy of inclusive education. Within a reasonable period of time, the teachers, the money and the support that is going to special education should be shifted to providing for these students in regular education settings. So it is a matter of costs? It’s a matter of leadership and vision and then moving. It’s not a matter of new costs. My sense is that most developed societies are already spending enough money, but they have to change where and how the money is being spent. But we also have problems in developing countries.
