The Association Plan of Operation provided an appeal process as follows: Any person or organization aggrieved with respect to any action or decision of the Board of the Association, or any Committee thereof, may make written request of the Board for specific relief. If the request is not granted within sixty (60) days after it is made, the requestor may treat it as rejected. The person or organization aggrieved by the refusal of the Board to grant the relief requested may appeal to the Commissioner in the manner provided by the provisions of the Florida Insurance Code.
