A young person could also attend City Council meetings, to become more aware of what’s happening in their local politics. Oh, and politicians aren’t the only people who campaign- you could also volunteer for a proposition or initiative that you care deeply about. Also, look up your representatives at the state and federal level, if you sign up with an email address on their websites (or they probably all have facebook by now too), they’ll send you information about local events where you might have a chance to meet them.
