How can a thirteen year old boy create his own business?
Perhaps you could start a lawn service such as mowing, raking leaves, shoveling snow, and so forth. Or a pet service for your neighbors who go away for the weekend or may need to have their dog let out or animal checked on while they are at work. Errands for senior citizens or busy moms might be an option as well, depending on what type of access you may have to local stores and such. There are many opportunities for any person who is willing and able. As to the legality of a “business” you are a minor and therefore would not be held legally liable; the law presumes that private persons who employ anyone under a state’s legal age of majority does so at their own risk. This of course does not mean the young person can deliberately neglect or fail to complete an agreement, that is an matter of ethics and should be addressed accordingly.
