How can a tenant assume responsibility for the water and sewer bills?
The owners of the property must come to the Water Division office at Cleveland Heights City Hall, 40 Severance Circle (lower level), and fill out a tenant letter in order for the tenant of assume responsibility for the charges. The water and sewer bills would still carry the owner’s name on the account, but would be sent to the tenant at the property. The property owner is responsible for the unpaid bill in the event the tenant defaults on payment.
